Before Law 448/88, juvenile criminal proceedings did not differ much from those for adults. Since 1988, on the other hand, the legislator has intended to change its point of view, having as its objective more the rehabilitation of the minor, rather than amending it. Thus the C.P.A. were born, a first step in the legal process, which offers the minor the opportunity to be subjected to various precautionary measures, not limited to precautionary custody in prison or house arrest, as for adults. In CPA the work of the operators is relationship oriented, starting from the reception. The C.P.A., in this mission, assumes a maternal and paternal identity: the maternal function is declined in all forms of reception and care of the minor; the paternal function consists above all in the network of timetables and rules both in the macroscopic and in the microscopic sense. All this makes the C.P.A. a container with stable walls, which already in itself has its own re-educational value.
